In February 2019, we announced that our partner, Kathryn A. Raymond Q.C., Arb., Med., was appointed to the Expert Panel on Modern Federal Labour Standards by the federal Minister of Employment, Workforce Development and Labour. (Read the February article here.)

The purpose of the Panel was to provide independent advice to the Government of Canada on five major issues related to federal labour standards and our changing work life in Canada. The issues addressed were protections for workers in non-standard work, the federal minimum wage, access to benefits and portability between employers, disconnecting from work e-communications outside of work hours, and a collective voice for non-unionized employees. The Panel conducted research and engaged in consultations with stakeholders and experts across Canada to provide evidence-based advice related to the changing nature of work.

On December 19, 2019, the Honourable Filomena Tassi, Minister of Labour, released the Panel’s report, which contains 39 recommendations.
